Cathay’s experience in the field of adult education and literacy spans projects on local, state and national levels. On the local level Cathay has been responsible for literacy programs in three public libraries, ranging in size from service to 50 students to 1000 students. While at the Azusa City Library, she received and administered an IMLS grant-funded project to learn and highlight how libraries might apply a Collective Impact framework with community partnerships. On the state level she worked as Training Director for California Literacy, Inc. (a former nonprofit organization) and as a consultant to the California State Library on a number of projects. For ProLiteracy, a national organization, Cathay developed and delivered a training program to help organizations to assess their programs and communicate success to stakeholders.
